Associate Professor David R. Cleveland's sixth article on federal court reform was published in the peer-reviewed Journal of Appellate Practice and Process. The article, The Decline of Oral Argument in the Federal Courts of Appeals: A Modest Proposal for Reform, details the federal courts' rules and practices regarding oral argument and argues for a return to greater morality in the appellate process.
